Petition Re-instate Hard Shoulders on ALL Motorways and Scrap the Smart Motorway

The removal of the Hard Shoulder has made it more dangerous to all users of the motorway. It is not possible to get to the next refuge if the car has lost power. At night or in fog there is no possibility to warn others following of the danger & recovering a vehicle is now more dangerous.
