I propose more strict discipline to be applied in cases of violent & gangland convictions,including the use of prison ships to ease overcrowding, as finance on "educational incarceration" is manifestly inneffective & wasted on many offenders in this group.Resources here should be deployed on the punishment element ,rather than the comforts of prisoners ,in order that the threat of a prison sentence again becomes a deterrent
