Should everyone perform some civil/national service? This not only helps communities but also sets great examples to those who desperately need them? It's not too different from individuals giving more through paying taxes to help others and there are perfect 'natural' windows for it to be completed between Years 11-12 (just after GCSEs) and after further education or training (before working or higher education)
