Rejected petition Make it illegal to leave dogs unattended in public areas!

When people leave dogs unattended in public places it causes unnecessary stress for the animal. It also puts the animal at risk of being stolen, abused or injured etc. So many dogs go missing due to this. Also a child could approach a dog who looks friendly and end up being biten or attacked.
