Rejected petition I would like to make February the 29th a bank holiday

If I were hourly paid I would get extra pay this year for working on February the 29th, as a salaried employee I do not, I do not believe this to be fair and would like some reparation, as such to be fair for all I think it should be made a bank holiday.
