Rejected petition make bbc a subscription service so license fee is optional

I don't watch the bbc so why do I have to pay a TVs license fee to watch the other channels that I actually watch? why not make bbc signal an optional subscription like satellite TV? Then nobody will receive it without paying and nobody will pay for something they don't want or need
