9000 people a year in London are killed annually by pollution, about 4million worldwide and that number is rising.

People often sit in their cars for many minutes with the engine on, I suppose so they can keep the heating on too, or the radio, without running down the battery.
It should be standard to keep a blanket in your car for such occurrences. Parking outside someone's house and belching poison into the occupant's atmosphere should be considered akin to grievous bodily harm.
