Rejected petition Allowing a child to take a mobile phone into school as safety precortion

My daughter takes her mobile phone to school for safety purposes, travelling to and from school, to inform me if she has to stay late for a detention. In this day and age it is a must with many attempted abductions from her school. The school are refusing to return the phone.
