Rejected petition To alleviate over-crowding on trains, abolish 1st class travel at peak times

Overcrowding is particularly bad on commuter trains during peak hours. To increase network capacity, at a low cost, standard class passengers should be permitted to travel free in first class during designated hours. The government should legislate to ensure all Train Operating companies comply.
