Capital punishment is not safe where only one offence has occured (we have seen in the past new evidence coming to light after a death penalty has taken place).
I propose a points system whereby a defendant will be awarded points for guilty verdict of murder, this will be in addition to any other punishment. The points remain on file for life and will be added to for each further offence. When a given number of points has been accumulated then the death penalty would take place.
