It is clear the politicians and clinicians are unable to decide what the tax pound should be spent on in the NHS. The impasse can only be broken by a Royal Commission looking at the NHS. Only a Royal Commission can decide what the NHS, in EU parlance, 'should', 'shall' and 'should not' provide.
