Rejected petition Give small refunds on returned plastic bottles.

I recently saw a post on Facebook about the millions of tons of plastic waste that is being washed up on an uninhabited island in the Pitcairn area of the Pacific Ocean. This is environmentally catastrophic. Refunds on returned plastic bottles will encourage the British Public to re-cycle.
