Rejected petition Cap Insurance prices for teenagers.

It is becoming impossible for teenagers to start driving, a step to becoming more independent as an adult.The reason this is, is because insurance companies are putting the prices up higher and higher. If you have to have insurance by law, the government do something to regulate/cap these prices. The premiums are just ridiculous.
For example, i looked for insurance on a 800 pound fiesta and the lowest quote was £4100.
I understand prices have to be to a certain level but these prices are extortionate.
