Visa constraints of time and work are avoided by marriage. England is overcrowded and the UK has more young men than young women. Replacing the spouse visa with a wife's visa is for the common good. There is nothing to prevent couples in a transnational marriage from living in the husband's country.

James Callaghan, before becoming Prime Minister, closed this loophole in 1969. The next Labour Home Secretary, Roy Jenkins, repealed the law in 1975. The Conservatives promised to end this concession in their 1979 election manifesto, but did not keep their promise.
