Will the government change the NHS complaint system to a three-step procedure such as by re-instatement of the Healthcare Commission, re-instate the NHS Trust Independent Review procedure at the local resolution stage, and remove the excessive powers of the GP, who is the sole person able to refer a patient for a second opinion and is thus uniquely positioned to conceal clinical records that may reveal medical errors .
