Petition Require all computer operating systems have up/down scroll bar arrows.

For the past four years the Apple operating system, Mac OS X has had no up/down arrows on it's scroll bar. This was a none optional global change, so affects all software run in Mac OS X, even if it isn't Apple software. This causes difficulties for some disabled people and none disabled people too.
