All young offenders to be intergrated into an army type of training for 2 years to instill a sense of purpose and responcibility. From that 2 year training they will emerge as good members of the community with oppotunities in further training in a trade or profession as a reward for good conduct. All employers to look favourably at these candidates when they apply for jobs.
