A lot of people are afraid to move from benefits to work and a lot of people are afraid of having to be on benefits after losing work all because of the risk it creates to their lives.
If everyone was allocated benefits covered by the taxation system then the government would be removing a large amount of risk out of the economic system and people on benefits could feel safer to declare work and would be free to educate themselves as much as they needed to without being forced to look for work.
