a compulsory basic training and road theory test for users of mobility scooters etc as they appear on roads and footpaths with apparent disregard for any of the rules that drivers or even pedestrians have to apply they can be very unpredictable,
the licence would be beneficial as the user could be fined if under the influence of alcohol or drugs at the very least a proficiency test.
