Rejected petition Allow standing sections in football grounds in UK to improve the atmosphere.

We need standing sections in football grounds to improve the athmsosphere recently the athmosphere in the grounds have been poor with fans told to be seated and quiet, but a standing area would safe and allow for a true athmosphere. Germany have them and there athmosphere is great, now we need them.
