Petition Increase winter fuel payments and make them taxable.

This is a universal benefit but is not paid to pensioners living in the EU. A precedent that this benefit is not universal but is paid on the basis of need. Thus it should be either taxed or means tested. It cannot be different rules for UK pensioners who choose to live in the EU.
