Royal Bank of Scotland (RBS) is to stop all holders of its basic bank account from using cash machines owned by its rivals.
This will affect nearly a million people with basic bank accounts that do not offer overdrafts or cheque books and increase their costs of accessing their money.
RBS is owned by the taxpayer - the government should intervene to reverse this decision
