Motorists are given an on the spot fine for not wearing a seatbelt. There is no reason this should not be imposed upon a cyclist on a cycle without head protection.

There are already many changes in cyclists favour. Prioritised junctions, Left turn bans, Stricter lgv regulations, mirrors at junctions, but still day after day they dart around without safety equipment. More responsibility should be put on them.
