Rejected petition Make black pens the only method of putting a cross on a vote form.

In the away referendum there were claims that people erased pencil crosses to change the vote. The reason people use pencils is that they are supplied at poll stations. To avoid this cheating from happening we should make it so that black pens must be used to put the cross on the voting form.
