To introduce a reduced set of human rights for convicted criminals in prison so that the basic human rights are guaranteed but secondary rights that permit luxuries in prison such as tv, video games etc. are not granted or are conditional on e.g. behaviour, and also so that other methods such as work programmes can be made obligatory. The ultimate goal is to make prison a punishment or at least a disincentive to commit crime.
