Closed Rehabilitation for Benefit claimants, a new culture

Employment colleges for Benefit claiments, where daily attendance is required to "earn" benefits, no attendance, no pay, make the college as self sufficient as possible using unemployed for training and maintenance of the college, have creches for single parents, also using unemployed, give claiments guidence to education, training and employment, make it a base for sorting transition from benefit pay to employed pay easier, remember, no attendance, no benefits.
