What authority does the Met Office have to be spending millions of pounds of tax payers money on climate change research when it is unable to provide reliable weather forecasts nationally?

The Met Office is unable to provide reliable regional forecasts on a daily basis and by their own admission
can not forecast the weather nationally more than 2 or 3 days in advance.
