Introduce a system whereby the UK Government will charge another country for any benefits given to people originating from their country whilst they reside in the UK. This would allow the UK to also protect its Nationals whilst residing abroad. If the Government of the country being billed does not submit a payment then all benefits to their Nationals in the UK are stopped.
