Rejected petition Call for non-referendum voters to vote.

As we know, 17,410,742 people voted for UK to leave the EU, and 16,141,241 voted to remain. That leaves 12,931,817 eligible voters who DID NOT vote, and we all know that this could make a huge difference.
Let's call for a request for all non-voters to submit their vote.
