All children up to the age of 16 should be legally required to be at home by 8pm evrey evening and under supervision of their parents.The police should then have the right to 'detain and return'the offending children back to their homes with a caution.Three cautions and the parents can be fined for lack of parental control.This will keep a lot of youths off the streets at night.
