Closed A full review/change of the long term viability of the Barnett formula

The formula was devised in the late 1970s as a way of allocating additional or reduced finance based on population (and not need) as a short-term solution, this has been used for too long and a review of its long term viability needs to happen as the UK has changed a lot over the last number of years and the formula may be out of date with the way things are within the UK and the EU.
