Rejected petition If you haven't contributed - you can't benefit

This is a petition with regards to state benefits.
The mindset behind this petition is to ensure that only people who contribute via tax, can benefit when needed.
The ideal would be you would have to have contributed for at least two years before you are eligible for any benefits - housing/unemployment/tax credits etc
This would help to ensure that the benefit system is not abused.
