Horse fouling on public highways, bridle paths and footpaths can cause inconveniences for members of the public including walkers, cyclists and wheelchair users. The responsibility of its clearance should lie with the horse rider. This petition supports a discussion in parliament of a ''Horse (Fouling of Land) Act'' similar to that of the Dog (Fouling of Land) Act 1996.

It is important to note that horse faeces, unlike dog faeces, does not carry pathogens dangerous to humans, which is a point that could be reflected in any proposed act.
