Any persons caught using any form of electronic equipment to incite/plan illegal actions such as rioting should have all their personal electronic apparatus confiscated and destroyed especially if it has a communication capability. The perpetrator should also have a lengthy ban from the use,going near any equipment that can be used to send information whether at home,shop or workplace. Banned from the internet.
