Rejected petition 2nd EU Referendum To Include All Overseas British Nationals

If and when there is a 2nd EU Referendum why shouldn't all overseas British nationals be allowed to vote? This vitally important decision on the economic and political future of Great Britain should include every British citizen irrespective of how long they have lived abroad.
