The costs incurred by unwitting members of the public caused by rioters, strikers, protesters and marchers should be borne by those doing the rioting, striking, protesting and marching, and their organisations causing them. These costs should be comprehensive, and should include the cost of the Police, lost business, inconvenience, reparation and repair. Too often the wrong people are the victims.
