There has been a recent increase in the number of cases via media channels (Facebook, YouTube) by members of the public recording Emergency Services, NHS and HM forces personnel, whilst causing harassment to provoke a reaction so the footage can be uploaded and used a negative propaganda.

Propaganda is defined by Nelson (1996) as "a systematic form of purposeful persuasion that attempts to influence the emotions, attitudes, opinions, and actions of specified target audiences for ideological, political or commercial purposes through the controlled transmission of one-sided messages (which may or may not be factual) via mass and direct media channels.
