Without a valid mandate, our nation must not engage in any bombing in order to achieve a regime change in foreign nations. (There has been an insidious evolution of our Government's initial policy of providing defensive support to the forces opposing the government in Libya to the use of active bombing aimed at the destruction of the leader and his supporters.)
