To create an Edinburgh weighting for civil servants working in Edinburgh so as to emulate the London weighting. Civil Service employees working in London City receive between £3'000 & £4,000 due to the high cost of living. Edinburgh is now one of the more expensive places to live outside of London due to rising property price and the general cost of living including childcare.
