Too many people are having their quality of life ruined by neighbours playing loud music, shouting, swearing etc, while the landlords and social housing providers do nothing as they are happy just to recieve their rent.

Please create fines of up to £20,000 for landlords and social housing providers who persistantly ignore complaints with regards their tenants.
