Introduce a system whereby those youths who are convicted of anti social behaviour are sentenced to a period of time building flood defences using hand tools (Like prisoners of war did during WW2).
This would help clear silted up rivers/streams - therefore improving the environment and instil a sense of pride/teamwork (Work ethic) in those involved.
Also free-up prison places.
The insurance companies could contribute to the cost of setting-up the scheme
