I would like to propose that everyone arrested on multiple occasions will be made to sit a reading/ writing and arithmetic test and should they fail they could be ordered to undergo free training to correct this and tested again. Not being able to read and write in the 21st century is not good enough and an individual unable to do so also has very little chance of progressing in life. To someone lost on the outside, prison could end up being a home from home.
