Adopt a 5 year parliament term, with an independently elected Prime Minster also on a 5 year term but elected out of sync at the 2.5 year mark so the PM serves across at least two parliaments and the MP's (possibly) serve two PM's during their terms in office.

HRH Prince William would be the ideal solution as the appointed Chief Executive of the country until the first new PM is installed. One day .
