Petition Removing incapcity benefit and create changes

I would like the Government to consider the situation with long term unemployed aged 17- 45.
Incapacity payments or its replacement , the persons male or female who receive it must have regular medical checks:
Also a means test on savings etc.
If they own a car , and can afford to upkeep its running this should be taken into account.Or even pets such as dogs.
Concessionary bus passes where they claim they are disabled unless certified and stamped by an independent doctor not own.
Withdrawn if they are long term alcoholics or drug illegal takers.
Should report to nearest Job Centre weekly , have a minimum payment of benefits based being lower than the taxable earned wage of an employed person.
