Rejected petition Freeze or reduce Govia Thameslink Railway fares in 2017
Govia have provided increasingly bad service to their customers, cancelling large numbers of trains, reducing lengths of trains, recently implementing an interim timetable slashing ~350 trains a day, forcing customers to stand for whole journeys, rerouting services to avoid paying compensation

see http://www.networkrail.co.uk/about/performance/ for official performance statistics (average public performance measurement reduced from 86.3% in 2015, to 66.8% in 2016), whilst still increasing fares
UK fares are considered to be the worst in Europe, on a value for money ratio. UK fares have rocketed by a reported ~25% in the last 5 years: see http://uk.businessinsider.com/uk-versus-europe-commuting-rail-ticket-prices-strikes-2015-8

Why was this petition rejected?
It’s about something that the UK Government or Parliament is not directly responsible for.
The Government can't require one company to freeze or reduce fares in the way you describe, but it could take other measures. For example, you might like to sign this petition which calls on the Government to make Southern Rail (a Govia franchise) pay compensation to delayed passengers:
