Govia have provided increasingly bad service to their customers, cancelling large numbers of trains, reducing lengths of trains, recently implementing an interim timetable slashing ~350 trains a day, forcing customers to stand for whole journeys, rerouting services to avoid paying compensation

The Government can't require one company to freeze or reduce fares in the way you describe, but it could take other measures. For example, you might like to sign this petition which calls on the Government to make Southern Rail (a Govia franchise) pay compensation to delayed passengers:
