While the Banking World is being investigated they should be ordered to clear cheques / transfers between Banks / Insurance Institutions within hours and not 3 - 5 days as now.
Make it illegal to write a cheque knowing you do not have the funds to cover it.
(I believe in France to bounced cheques results in being banned from using cheques for upto 10 years)
