Rejected petition Make cycle helmets law on pushbikes

So many people Seriously injured due to not wearing a helmet, the helmet is referred to as a life saver yet is so often not worn ....... Why ? I suggest like a seat belt in a car a helmet on a bike is made a legal requirement
