Any person convicted of a criminal offence more than 4 separate times be sentenced to a MINIMUM COMPULSORY prison term of 10 years on the 5th conviction.
If you have not learned to live in society without committing crime after 4 convictions it is unlikely that you ever will.
No leeway for Judges or politicians to lessen the sentence, offender must be given a COMPULSORY sentence of no less than 10 years.
