At present Child Maintenance Services only panalise the paying parent, There are no penalties for applicants who purposely abuse the service (see additional details below)

Where an applicant has purposely witheld the child(ren) from a loving parent, and the paying parent has asked to have access or shared care and has shown evidence to have tried to arrange a private arrangement to provide for the childs needs but the applicant has deliberately choosen to withold the child in order to profit from child maintenance, then they should be fined £1000 and made to pay the money back where the courts rule in favour of the parent seeking custody
