Most people aren't aware that the vast majority of the cost of fuel doesn't go to the oil companies who have to drill to find the stuff, transport it around the world, refine it, and deliver it to your local garage, but to the state that has done none of this.

The sum of taxes should include VAT and the taxation of the oil companies and the garages or stores who provide the pumps.
